The Home Buyer Concession Scheme from 1 July 2026

Eligible buyers pay no duty on a home, at any price. The scheme used to have an income test and a property value limit; both were removed from 1 July 2026. It isn't limited to first home buyers: anyone who hasn't owned property in the last five years can use it.

Full duty is what a buyer who'll live in the home pays without the first home concession. Contracts from 1 July 2026.

Who qualifies

Every buyer must be an individual aged 18 or over. None of you, or your partners, can have owned property in the last five years. And at least one of you must live in the home for a continuous year. The ACT Revenue Office has the full conditions.

Do first home buyers pay stamp duty in the ACT?
Not if they qualify for the Home Buyer Concession Scheme, which from 1 July 2026 has no income test and no price limit.
Who qualifies for the Home Buyer Concession Scheme?
Every buyer must be an individual aged 18 or over, none of you (or your partners) can have owned property in the last five years, and you must live in the home for at least a year. A first home buyer meets the ownership test by definition.
